Sump pump installation in Ottawa: the rebate, the lesser-of rule, and the permit
Ottawa pays for sump pumps on a different rule from Toronto. Toronto pays a share of the invoice; Ottawa pays the whole cost of the work up to a fixed maximum — and the maximum doubles if the pump goes into a new pit rather than an existing one. On a sensibly priced job that can mean the City covers all of it.
This page sets out what Ottawa’s Residential Protective Plumbing Program pays towards a sump pump, how the “lesser of” rule works on real invoice amounts, the permit, what one company publishes as Ottawa replacement prices, and how the pump fits with the backwater valve Ottawa also funds. The whole programme is on Ottawa protective plumbing; sump pumps in general are on sump pump cost.
The short version
- Ottawa rebates up to $1,500 for a sump pump in an existing pit and up to $3,000 in a new pit.
- It pays the lesser of the maximum or the cost of the work — not a percentage.
- A building permit is required, and the permit fee is fully rebated.
- Set by By-law No. 2025-89, in force since April 1, 2025.
What Ottawa pays towards a sump pump
City of Ottawa, Residential Protective Plumbing Program · 2025
Set by Residential Protective Plumbing By-law No. 2025-89, approved February 26, 2025 and in force from April 1, 2025, which raised the rebate amounts and streamlined the application.

| Item | Maximum | Note |
|---|---|---|
| Exterior storm backwater valve | $2,500 | |
| Sump pump in an existing sump pit | $1,500 | |
| Sump pump in a new sump pit | $3,000 | |
| Building permit | fully rebated | The City refunds the permit fee on submission of the permit and the inspection report. |
The split between an existing and a new pit is the point. A new pit means cutting through the basement slab, setting a liner, connecting the weeping tile and running a discharge line outside — the expensive version of the job — and Ottawa pays twice as much towards it. A pump swapped into a pit that is already there is the cheap version, and gets the smaller rebate.
The lesser-of rule on a real invoice
| Pit | Cost of the work | Maximum | City rebates | You pay |
|---|---|---|---|---|
| Existing pit | $1,200 | $1,500 | $1,200 | $0 |
| Existing pit | $2,000 | $1,500 | $1,500 | $500 |
| New pit | $2,600 | $3,000 | $2,600 | $0 |
| New pit | $4,200 | $3,000 | $3,000 | $1,200 |
Under the maximum, the City pays the full cost; above it, you pay the difference. That makes Ottawa’s rule more generous than a percentage rule on a modest job and identical on an expensive one. Compare Toronto, which pays 80 per cent of the invoice up to $2,250 — worked through on sump pump installation in Toronto.
City of Toronto, Basement Flooding Protection Subsidy Program · 2025
Every line of the Toronto programme is capped twice — at this share of the invoice AND at the dollar maximum for that device. A $1,600 backwater valve allowance does not mean $1,600 arrives; it means 80 per cent of the invoice up to $1,600. Our first pass published the dollar caps without this, which overstates what a homeowner gets back.
The permit, and the conditions
- A building permit is required to install a protective plumbing device.
- The City rebates the lesser of the maximum amount or the cost of the work.
- You are responsible for maintaining the device after installation.
The permit is a condition, not an optional extra, and Ottawa takes the cost of it off the table: the permit line is fully rebated when you submit the permit and the inspection report. The third condition is the one people forget — the device is yours to maintain once it is in.
What a sump pump costs in Ottawa
JZ Plumbing (Ontario), How much does it cost to replace a sump pump in Canada? · 2025
The company's range for replacing a sump pump in Canada, pump and labour included, published May 26, 2025. By city it gives Toronto $400 to $1,200, Ottawa $370 to $1,100, Calgary $350 to $1,000, Vancouver $450 to $1,200 and Montreal $350 to $1,100; a battery backup adds $200 to $600 and an alarm $50 to $150; the pump alone is $150 to $500. One company's own figures, named, not a market average.
No public body publishes an Ottawa installation price. One company publishes $370 to $1,100 for replacing a pump in Ottawa, pump and labour included — under the $1,500 existing-pit maximum, which on those figures means the City could cover the whole of a replacement. A new pit costs more than a replacement, which is exactly why its maximum is double. For new installations, the published ranges from other Ontario companies are on sump pump cost.
The sump pump and the backwater valve

Which is a fast way to know whether you are likely to have one: if the house is older than that and nobody retrofitted it, you almost certainly do not.

This split is why a blocked lateral can be entirely your bill even though the pipe runs under a public road. It is also the first thing to establish before anyone starts digging.
Ottawa funds the two devices separately because they solve different problems. The sump pump moves groundwater from the weeping tile out of the house; the storm backwater valve stops the storm sewer pushing water back in. Homes built before the dates above were not required to have valves, and the City’s split of the lateral at the property line decides who pays for a blocked pipe. The valve rebate — up to $2,500 for an exterior storm backwater valve — is on the Ottawa page.
City of Ottawa, Residential Protective Plumbing frequently asked questions (PDF) · 2025
The City continues: when sewer surcharging occurs, wastewater or stormwater entering the lateral “causes the gate to close or become perpendicular with the lateral”, preventing it entering the home. Ottawa also states that a backwater valve is installed on a sanitary or storm sewer lateral — which is why two cities here fund two different valves.

Ottawa's interval is the only one of the five here that is not a fixed number of times per year. The City's checklist is the same everywhere: free of debris, functioning properly, cleanout caps and access covers firmly secured.
The two devices also share a failure mode worth knowing in Ottawa. A backwater valve that closes during a storm protects the basement from the sewer — but while it is closed, water the house sends down the drains has nowhere to go. A sump pump keeps working because it discharges outside rather than into the sewer. That is the practical case for having both, and for maintaining the valve before forecast heavy rain as the City asks.

About what happens if you keep using water while a backwater valve is closed. The floor drain is the lowest opening in the house, so it is where every one of these problems shows up first.

Ottawa keeps a list of properties confirmed to have had a backup caused by City-owned tree roots or by structural defects on the City-owned portion that cannot readily be repaired, and offers those properties a sewer maintenance service, annually or as modified. It also asks owners to keep at least one metre on all sides of the clean-out clear of boxes and furniture for City staff.

If a blocked lateral is the problem rather than groundwater, the City’s rule is that the homeowner is responsible unless City-owned tree roots or damage on City property caused it — and for properties where that has been confirmed, Ottawa offers a recurring sewer maintenance service.

The province also lists April 2026 activations in parts of Armour, Burk's Falls, French River, Kawartha Lakes, Orillia, Ramara and Greater Sudbury (deadline November 16, 2026) and Billings, Minden Hills, Muskoka Lakes and North Bay (deadline January 18, 2027). As read on September 30, 2026, no Niagara municipality was listed.
The July 1, 2026 storm is the reminder that Ottawa’s flood risk is not only the Ottawa River. Creek and sewer flooding in a summer cloudburst is the case a sump pump and a backwater valve are built for. Disaster Recovery Assistance for Ontarians was activated for parts of the city, but it pays only after insurance and treats sewer backup as insurable except for low-income households. The insurance that responds to a failed sump pump is the sewer backup endorsement:
General Insurance OmbudService (GIO), Water Damage & Insurance: What will my insurance cover? · 2026
GIO's definition of sewer backup coverage — which is where it places sump pump failure. It describes the coverage as optional, available for most home, rental and condo policies. Public Safety Canada's overland flood page likewise lists sump pump failure among the add-on coverages a policy might include.
The map side of the same story — what the Rideau Valley Conservation Authority maps for 20 vulnerable Ottawa neighbourhoods, and what the 2019 provincial review said about the Ottawa River — is on Ottawa flood maps.

How the page describes the test: make sure the pump is connected to power, including the battery backup pump if there is one, pour water into the pit, and confirm the pump activates and sends the water out. Date modified March 23, 2026.
The Rideau Valley Conservation Authority recommends a battery-powered pump that works in a blackout, and the federal routine is a full test once a year with backup checks two to five times a year. Discharge should land well away from the foundation — at least 1.5 m on federal guidance. A sump pump failure is covered only under the optional sewer backup endorsement; see sump pump failure.

The federal minimum for where the discharge pipe should let go, preferably onto an area with good drainage such as a lawn or garden. Toronto's subsidy conditions ask for at least two metres onto a permeable surface, so the municipal rule is the stricter one where both apply.

It does not move with the size of the job, with whether you book anything, or with which company you pick. So there is no version of this page where steering you is worth anything to us — which is also why you will not find a company named, rated or recommended anywhere on this site.
