Toronto · the pump after the cut

Sump pump installation in Toronto: the City’s subsidy, 80 per cent of the invoice up to $2,250, and the conditions

In Toronto a sump pump is rarely a stand-alone purchase. It is usually the second half of a job that starts with cutting the house’s weeping tile off the City sewer — and the City pays towards both halves, and towards the battery backup and the alarm, on conditions that decide whether the money arrives.

This page sets out what a sump pump installation costs in Toronto where companies publish it, exactly what the City’s subsidy pays towards the pump and how the 80 per cent rule works on a real invoice, the conditions that catch applications, and where the pump may discharge. The whole programme — valves, assessments, the other devices — is on Toronto basement flooding; sump pumps in general are on sump pump cost.

The short version

  • Toronto pays up to 80% of the invoice towards a sump pump, to a maximum of $2,250, alarm included; a battery backup is a separate $300 line.
  • Above an invoice of $2,812.50 the cap binds and you receive $2,250; below it you receive 80%.
  • The pump must discharge onto a permeable surface at least two metres from the foundation wall.
  • Apply within two years of installation; the contractor needs a City of Toronto business licence; your downspouts must be disconnected.

Aquatech Waterproofing, published price list · 2026

The Toronto company's published range for sump pump installation, on a page marked updated January 8, 2026. Set beside Tor Contracting's ~$800–$2,500, the two lists overlap but do not agree — a new pit dug through a slab and a pump swapped into an existing pit are different jobs under the same words.

JZ Plumbing (Ontario), How much does it cost to replace a sump pump in Canada? · 2025

The company's range for replacing a sump pump in Canada, pump and labour included, published May 26, 2025. By city it gives Toronto $400 to $1,200, Ottawa $370 to $1,100, Calgary $350 to $1,000, Vancouver $450 to $1,200 and Montreal $350 to $1,100; a battery backup adds $200 to $600 and an alarm $50 to $150; the pump alone is $150 to $500. One company's own figures, named, not a market average.

The range is wide because the jobs are different. Swapping a pump into an existing pit is the bottom of it. A new installation — a pit cut through the basement slab, the weeping tile redirected into it, the old sewer connection severed and capped, a discharge line run outside — is the top. In Toronto the second job is the one the subsidy was built around.

Why Toronto pays for sump pumps

City of Toronto, Basement Flooding Protection Subsidy Program · 2026

Which is the connection between the two line items: severing the weeping tile from the sewer leaves the water with nowhere to go, so the sump pump is what replaces the pipe you just capped. They are bought together for a reason.

City of Toronto, Basement Flooding Protection Subsidy Program · 2026

This is what Toronto's $400 line item buys, and the name it goes by on the invoice — “pipe severance and capping” — describes the cut rather than the reason for it. The City pays up to 80 per cent of the invoiced cost to that maximum.

The City’s logic is in those two lines. Weeping tile connected to the sewer sends groundwater into a system that floods basements in heavy rain. Severing and capping that connection removes the water from the sewer — and leaves it with nowhere to go, which is what the sump pump is for. That is why the programme funds the cut and the pump as separate lines, and why a quote for one usually includes the other.

What the City pays, line by line

Home plumbing assessment$500One assessment per property.
Backwater valve$1,600 per deviceMaximum two devices.

Pipe severance and capping$400

City of Toronto, Basement Flooding Protection Subsidy Program · 2026

Included in what Toronto's sump pump allowance covers, alongside installation or replacement of the pump itself — up to 80 per cent of the invoiced cost to $2,250 for one device, for work completed after November 12, 2025. The battery backup is a separate line, up to 80 per cent to $300.

City of Toronto, Basement Flooding Protection Subsidy Program · 2025

Every line of the Toronto programme is capped twice — at this share of the invoice AND at the dollar maximum for that device. A $1,600 backwater valve allowance does not mean $1,600 arrives; it means 80 per cent of the invoice up to $1,600. Our first pass published the dollar caps without this, which overstates what a homeowner gets back.

For a sump pump installation the lines that usually apply together are the sump pump itself, the pipe severance and capping, and the battery backup. The property total across every line is $6,650. The amounts above apply to work completed on or after November 12, 2025; for earlier work the sump allowance was lower.

The 80 per cent rule on a real invoice

How the sump pump line pays out (80% of the invoice, capped at $2,250)
Invoice for the pump80% of invoiceCity paysYou pay
$1,200$960$960$240
$2,000$1,600$1,600$400
$3,000$2,400$2,250$750
$3,500$2,800$2,250$1,250

The arithmetic is the whole lesson. Up to an invoice of $2,812.50, the City pays 80 per cent and you pay 20. Above it, the $2,250 cap binds and every extra dollar is yours. So the subsidy rewards a sensibly priced job and does nothing for an expensive one — which is a reason to ask for the sump pump to be itemized separately from the severance, the backup and any excavation, because each line is capped on its own.

The conditions that catch applications

  • You are the registered owner of a single-family, duplex, triplex or fourplex in Toronto.
  • Your downspouts are disconnected from the sewer system.
  • Any paved front-yard area complies with the City's zoning requirements.
  • You apply within two years of installation.
  • Your contractor held a valid City of Toronto business licence at the time of the work.
  • You have no outstanding taxes or debts to the City.
  • You obtain a building permit to install a backwater valve.

City of Toronto, Basement Flooding Protection Subsidy Program · 2026

The cap attaches to the property, not to the owner, so a previous owner’s claim can reduce or exhaust yours. The City will check a property’s subsidy history on request — the contact is on its own page, linked here.

Three of those decide most rejections in practice. The business licence: the contractor has to have held a valid City of Toronto licence at the time of the work, which is a question to ask before the job, not after. The downspouts: they must already be disconnected, which in Toronto is mandatory anyway. And the lifetime maximum, which follows the property — if a previous owner claimed, the City will tell you what is left.

City of Toronto, Mandatory Downspout Disconnection · 2025

Page dated July 22, 2025. The City's conditions for doing it: water must flow away from the foundation, must not damage a neighbour's property or run onto a driveway or sidewalk, and must not create a tripping or ice hazard; cap the sewer standpipe once the downspout is removed. It also says to clean eavestroughs at least twice a year. The requirement sits in Municipal Code Chapter 681, Sewers, which allows exemptions.

Where it may discharge

City of Toronto, Basement Flooding Protection Subsidy Program · 2026

Toronto's condition on where a subsidised sump pump may discharge, onto a permeable surface such as a lawn, garden or gravel. Discharging onto a driveway or into the sanitary sewer is how the water comes straight back.

Two metres onto grass, garden or gravel is stricter than the federal guidance of 1.5 metres, so in Toronto the City’s figure is the one to build to. A discharge onto a driveway or back into the sewer defeats the point of the job and, for a subsidized pump, the condition.

Government of Canada, Get Prepared — Sump pumps · 2026

The federal minimum for where the discharge pipe should let go, preferably onto an area with good drainage such as a lawn or garden. Toronto's subsidy conditions ask for at least two metres onto a permeable surface, so the municipal rule is the stricter one where both apply.

After installation, the federal maintenance routine applies: a full test once a year, backup checks two to five times a year, and replacement around ten years — see sump pump maintenance. A sump pump failure is covered only under the optional sewer backup endorsement; see sump pump failure.

Why this site has nothing to gain from your answer. We are paid a fixed amount for each enquiry, agreed before it is sent. It does not move with the size of the job, with whether you book anything, or with which company you pick. So there is no version of this page where steering you is worth anything to us — which is also why you will not find a company named, rated or recommended anywhere on this site.

Questions people actually ask

How much does sump pump installation cost in Toronto?

No public body publishes a price. Aquatech Waterproofing, a Toronto company, publishes $565 to $3,500 for installation; JZ Plumbing publishes $400 to $1,200 for replacing a pump in Toronto. A new pit through the slab costs far more than a pump swap.

How much does Toronto pay towards a sump pump?

Up to 80% of the invoiced cost to a maximum of $2,250 for one device, including an alarm, for work completed on or after November 12, 2025. A battery backup is a separate line of up to $300, and the property total is $6,650.

Does the Toronto subsidy cover replacing an old sump pump?

Yes. The City's sump pump allowance covers installation or replacement of the pump and the installation of an alarm.

How long do I have to apply for the Toronto sump pump subsidy?

Within two years of installation. The contractor must have held a valid City of Toronto business licence at the time of the work, and your downspouts must be disconnected.

Where should a sump pump discharge in Toronto?

Onto a permeable surface such as a lawn, garden or gravel, at least two metres from the foundation wall, under the City's subsidy conditions.

Do I need a sump pump if I disconnect my weeping tile in Toronto?

Usually. The City says sump pumps pump water collected by the weeping tile to an area outside; once the weeping tile is severed and capped from the sewer, the sump pump is what takes the water away.
