Cause · the room built into the ground
Basement mould: where the moisture comes from, what Health Canada says, and what has to come out
A basement is the one room built into the ground. Its walls are cold, the soil outside is damp, the water table rises in spring, and most of the house’s water pipes, the water heater and the floor drain are there. Finish it with drywall, carpet and boxes in storage and you have given mould everything it needs.
This page sets out what Health Canada says about basements specifically, what Natural Resources Canada says about finishing one, how to tell where the moisture is coming from, when the drywall and carpet have to go, what a musty smell with no visible mould means, and how insurance treats it. Cleanup in general is on mould removal; whether to test is on mould testing.
The short version
- Health Canada: run a dehumidifier in the basement if needed, keep relative humidity between 30 and 50%, and consider removing basement carpet.
- Never store cardboard directly on a basement floor; use plastic bins with lids.
- NRCan: do not insulate a basement with moisture problems from the inside — fix the water first.
- Mould under the paint means the drywall comes out; mouldy carpet and underpad are cut out and discarded.
What you are seeing
| What you see | What it is called | What it points to |
|---|---|---|
| White powder on concrete | Efflorescence | Water passing through the wall |
| Flaking concrete surface | Spalling | Repeated wetting |
| Blistering, peeling paint | Paint failure from moisture | Damp wall behind it |
| Water beads on cold pipes or walls in summer | Condensation | Humid air on cold surfaces |
| Dark patches at the bottom of drywall | Mould on or in the board | Wicking from a wet floor |
| Musty smell, nothing visible | Possible hidden mould | Inside walls or under flooring |
| Stains on the ceiling under a bathroom | Plumbing leak above | A different source entirely |
Natural Resources Canada, Keeping the Heat In — Section 6: Basement insulation · 2024
The same section: major water leaks, such as persistent leaks and flooding in spring and when it rains, must be corrected; minor leaks can sometimes be corrected by sloping the grade, aiming downspouts away from the house and patching the foundation on the interior. Its list of dampness symptoms: staining or mould, blistering and peeling paint, efflorescence, spalling and a musty smell. Date modified December 23, 2024.
Where basement moisture comes from
Three sources, and the fix is different for each. Water from outside comes through the walls and floor — through cracks when the water table is high, on the federal government’s account, or because grading and downspouts are sending rain at the foundation. Water from inside the house is a leak: a supply line, the water heater, a drain. And water from the air is condensation: warm, humid summer air meeting a cold concrete wall.
Government of Canada, Get Prepared — Foundation maintenance · 2026
The page opens with the general version: over time, cracks can form in your foundation and allow rain, ice and snowmelt to seep inside. Date modified March 23, 2026.
A common check separates condensation from seepage: tape a square of plastic to the wall for a few days. Moisture on the room side of the plastic is from the air; moisture behind it is coming through the wall. The first is a humidity problem, the second is a foundation or drainage problem.
What Health Canada says about basements
Health Canada, Guide to addressing moisture and mould indoors · 2020
The guide's other basement instructions: keep storage areas free of clutter, especially near outside walls; use plastic bins with lids instead of cardboard; never put cardboard boxes directly on the basement floor; consider removing carpets from the basement floor. It also says to run a dehumidifier wherever moisture condenses on cold surfaces or relative humidity is above 50%.
Health Canada, Guide to addressing moisture and mould indoors · 2020
Health Canada's recommendation for indoor air. The same guide asks you to dry window frames and sills daily where condensation forms, and to check that exhaust fans are vented to the outside and not into the attic. Date modified April 9, 2020.
Health Canada’s basement advice is mostly about not feeding mould. Cardboard on a concrete floor wicks moisture and is food for mould; plastic bins with lids are not. Clutter against an outside wall stops air moving over the coldest surface. And carpet on a basement slab is a sponge laid on the dampest floor in the house, which is why the guide suggests considering taking it out. The dehumidifier is the tool for the 30 to 50 per cent humidity target, and the guide says to run one wherever humidity is over 50 per cent or moisture condenses on cold surfaces.
Finished basements, and what NRCan says
Natural Resources Canada’s warning is aimed at the moment most basement mould is created: finishing. Insulation and drywall on a wall that is damp hide the water and give it something to rot. Its order is fix the leaks, deal with minor ones by grading and downspouts at least two metres out, patch from the inside, and only then insulate. If a finished basement has mould, the same order applies in reverse: the finish comes off where the mould is, the cause is fixed, and the wall is rebuilt only when it is dry.
Natural Resources Canada, Keeping the Heat In — Chapter 6: Basement insulation · 2014
If there is no moisture barrier on the crawl space floor, add one, NRCan says. It asks for the barrier to be mechanically fastened to the walls and obstructions and sealed to any wall barrier, held down with boards if it billows, and protected with a mat where there is traffic — “do not use sand or gravel”.
The crawl space advice applies to the floor of an unfinished basement storage area too: a moisture barrier between the ground and the space. More on crawl spaces.
What has to come out
Health Canada, Guide to addressing moisture and mould indoors · 2020
Mould on a painted surface can be cleaned; mould under the paint, or in the board, means the board comes out.
Health Canada, Guide to addressing moisture and mould indoors · 2020
The guide goes further for wet porous items: throw away carpets, sofas, cushions, mattresses, pillows, stuffed toys or bedding that have got wet, been exposed to damp conditions or been stored in a wet environment.
| Category | Area | Who |
|---|---|---|
| Small | three or fewer patches, total area under 1 square metre | A homeowner, using proper procedures |
| Medium | more than three patches, or patches over 1 square metre but under 3 square metres | Professional assessment recommended |
| Large | a single patch larger than 3 square metres | A qualified professional |
A finished basement wall that has wicked water from the floor may have mould in the bottom of the board rather than on the paint, and Health Canada’s rule then is replacement, not cleaning. Measure the area against the categories before deciding who does the work.
A musty smell and no visible mould
Health Canada, Guide to addressing moisture and mould indoors · 2020
The guide notes mould can grow behind walls or above ceiling tiles, and suggests rating musty odours room by room as mild, moderate or strong, acting immediately on anything strong.
This is the most common basement question and Health Canada’s answer is specific: a strong musty smell with no visible water damage or mould is a reason to have a professional look for hidden mould inside walls and floor or ceiling cavities. A mild smell in an unfinished basement in August can simply be humidity, and the dehumidifier and the 30 to 50 per cent target come first. Health Canada does not recommend air testing to settle it; see mould testing.
Insurance, and the slow kind
General Insurance OmbudService (GIO), Water Damage & Insurance: What will my insurance cover? · 2026
GIO's list continues with mould, and with water damage caused by freezing while you are away from home for a set period of time. That period is defined by each insurer, not by GIO, which is why the number of days before an empty house loses freezing cover is a question for your own wording.
Basement mould is usually the slow kind: seepage, condensation, a drip nobody saw. GIO lists slow leaks or seepage, and mould, among typical water exclusions, and IBC describes groundwater and seepage cover as not standard. Where mould follows a sudden insured event — a burst pipe, a sewer backup under the right endorsement — the drying and cleanup that prevent it are part of that claim, and Health Canada’s 48-hour timeline is why speed matters.
Insurance Bureau of Canada, Flooding and Insurance · 2026
IBC continues: some insurers offer both groundwater and seepage protection as optional endorsements, which may be available individually or as a bundled package, for an additional cost. Two things follow. Ground water is a separate purchase from overland and sewer backup, and seepage — the slow version — is a separate purchase again where it is offered at all.

Questions people actually ask
How do I stop mould in my basement?
Find and fix the moisture first. Health Canada says to run a dehumidifier in the basement if necessary, keep relative humidity between 30% and 50%, store items in plastic bins with lids rather than cardboard, never put cardboard directly on the floor, and consider removing basement carpet.
What humidity should a basement be?
Health Canada recommends relative humidity between 30% and 50%, and says to run a dehumidifier where it is above 50% or moisture condenses on cold surfaces.
Can I finish a basement that gets damp?
Natural Resources Canada says not to insulate a basement with moisture problems from the inside, and to take corrective measures to eliminate the moisture first.
Does mouldy drywall have to be replaced?
Health Canada says that if the mould is underneath the paint, the drywall will need to be removed and replaced. Mouldy carpets and underpads should be cut out and discarded.
My basement smells musty but I can't see mould. What does that mean?
Health Canada says that if strong, musty odours are detected but no clear signs of water damage or mould are seen, consider consulting a professional about hidden mould within walls and ceiling or floor cavities.
Does insurance cover basement mould?
Usually not when it comes from slow seepage or condensation. GIO lists slow leaks or seepage, and mould, among typical water damage exclusions.
